A group of former CIA analysts and officers are working on a new way to use psychological operations to disrupt and defeat the Islamic State.
It’s a project they’ve called Operational Definition Psychology, or EDP.
“We are developing a new tool that we call Operational Definitions Psychology,” said a former CIA operative who asked not to be named.
“It’s going to be a collection of the most valuable and difficult psychological operations in the world.
The former operative said he believes EDP will be the next generation of psychological operations.””
This tool will help the CIA achieve its strategic goals, such as the eradication of ISIL [Islamic State], the liberation of Iraq, the defeat of al-Qaeda, and the end of the war in Syria.”

“I don’t think that anyone’s ever really had a tool like EDP that has been successful in this environment, because the people who have been using it have never been able to stop a terrorist attack,” he said.
“The last one, Operation Cyclone, I think, actually stopped a lot of terrorist attacks because the terrorist didn’t know they were going to try and attack them, they just wanted to attack the US,” he added.
“This is different.
We have a collection and this tool that will allow us to use it at a higher level, in order to achieve our strategic goals.”
The former CIA analyst said he hopes the EDP tool will become the “faultless tool” the CIA relies on to defeat the IS.
EDP, the former operative continued, is an extension of what the CIA calls the Psychological Operations Division.
It’s part of the Agency’s Office of the Director of National Intelligence, which was created in 2013 to oversee the CIA’s psychological operations, and its Directorate of Operational Intelligence.
The EDP project is the brainchild of a group of five former CIA officers, including the former CIA officer who spoke to RTE.
“It is about making the tools and the tools that we use that we know work, more effective,” the former officer said.
One of the former officers, who asked to remain anonymous, said EDP was developed by the Office of Intelligence and Analysis (OIA) after the CIA concluded that the CIA had been unable to find a reliable, cost-effective way to carry out its psychological operations missions.”EDP is not just a tool that’s going on here, it’s also an analysis tool, an operational analysis tool,” he explained.
OIA is the CIA equivalent of the National Security Council.
The former officer explained that EDP is an intelligence-based tool, designed to be deployed by the CIA on the battlefield, where it would be effective at disrupting terrorist groups.
“You need the ability to use intelligence to make those operations,” the retired CIA officer said, adding that the EDPM is an analysis and propaganda tool, which would help the Agency “make the propaganda, to make the propaganda campaigns, to put the disinformation out, to get them to pay attention to our messages and to believe our messages.”
“And the last thing we need is for them to believe the propaganda that’s out there,” he continued.
“But EDP, because of the way we can actually leverage the information we’ve got on the ground, is a tool to do that.”
“There is no doubt that this tool is going to make a difference in our strategy,” he concluded.
